Neighbourhood Development Program Guidelines

1. All applications must include the neighbourhood committee registration form designed to provide a list of a minimum of four families who will offer their names in a volunteer capacity to act as support persons for the program. Neighbourhood groups (or a representative) must sign an agreement with the City of Moncton prior to the commencement of the program which outlines their responsibilities.

2. Operating grants for Playground programs will be allocated only to neighbourhood groups that make application to Parks & Leisure Services by March 31 of the same year the leader is required.

3. Each group is eligible for an operational grant that will cover staffing costs as well as program supplies. The neighborhood group will be responsible to pay the staff person directly on a per hour basis or by contractual agreement as mutually agreed between the neighborhood group and the staff person. Minimum employment standard rates must be met. The City will provide information &/or training in payroll procedures for neighborhood groups if required.

4. The neighborhood group will assume responsibility for staff selection with assistance from Parks & Leisure Services if required. The neighbourhood group is responsible for recommending their individual along with a Resumé for final approval by Parks & Leisure Services before the person is formally hired by the neighbourhood group. Any staffing changes during the summer must be approved by Parks & Leisure Services Staff. Program training and first aid training will be provided by Parks & Leisure Services.

5. The neighborhood group is responsible for setting the specific hours they wish their playground to be staffed. Parks & Leisure Services will be responsible to advertise the hours of all playground programs to the public at large.

6. It is the neighborhood group’s responsibility to assist the staff person with program development, the coordination of activities, program promotion, discipline problems, special events, and other situations that may arise throughout the summer. Parks & Leisure Services will be available to deal with any conflict situations the neighborhood group is unable to resolve.

7. Groups may make requests or recommendations with respect to physical requirements or improvements to their facility by completing the maintenance request form. All requests will be considered, with budget restrictions and community input ultimately determining the outcome.

8. Any funds which are remaining in the operating grant at season end may be re-allocated toward a playground initiative that is agreed upon by the neighborhood group. Final approval by Parks & Leisure Services will be required.

9. All applications will be evaluated and recommendations made to the group by the end of April each year. Criteria will include: neighborhood commitment, playground location, previous attendance records, as well as total number of applications received. All groups will have the opportunity to meet with the Community Development Officer responsible for the playground program after their application has been received by the department.
