Moncton's Snow Plan 2009-2010
The main objective of Moncton’s snow and ice control program is to safeguard all citizens and their property while allowing the city to function as normally as possible.
Snow Clearing for Sidewalks
Our objectives are to:
- Plow all sidewalks in the central business district within 24 hours of storm end.
- Plow all sidewalks identified on the Sidewalk Snow Clearing Plan within five working days from the end of the storm.
Factors considered in developing sidewalk priorities include traffic volume, pedestrian volume, school zones and churches. To minimize costs and maintain service, many streets only have one side plowed.
Wherever possible, the north and/or east side of streets are plowed, to take advantage of sunlight and snowmelt.
In accordance with by-law T-102, it is illegal to park on sidewalks at any time. Any infringement of this by-law is subject to a minimum $30 fine.
Snow Clearing for Streets
At the beginning of each snowstorm, trucks are dispatched to begin salting and plowing operations. As the snow accumulates, additional plows are called out to provide additional capacity.
Crews strive to:
- Plow all streets to their travelled width within eight hours of storm end.
- Continue plowing until streets are open to the travelled width.
- Keep streets shown on the Snow Route map open at all times.
- Clear municipally-owned parking lots within eight hours of storm end.
The City of Moncton removes and hauls away snow along priority routes. Snow is removed from high occupancy municipally-owned parking lots when it interferes with the required number of parking spaces.
Snow may be stored on boulevards and city right of ways as required in order to minimize removal costs. Crews will not deliberately plow snow into private driveways.
Salting & Sanding
The City salts or sands all city streets on a priority basis at the beginning of a snow or freezing rain storm.
The City's street-salting fleet uses a more environmentally-sensitive system known as pre-wetting. By pre-wetting the salt before it hits the road, it becomes more effective and reacts faster to snow and ice, reducing the overall amount of salt being used on streets by 15 %.
Adopt a Hydrant or Storm Drain
Fire hydrants and storm drains need to be clear of snow to ensure the safety of all citizens and their property. As municipal resources are stretched during ice-or-snow storms, help yourself and your neighbours by clearing hydrants and storm drains on your street. You Can Help
Observe the City of Moncton's by-laws related to snow conditions:
- Never splash water or snow on pedestrians.
- No parking on city streets from 12 a.m to 7 a.m., December 1 to April 15. Residents are also encouraged to avoid parking on city streets throughout the day during storms.
- Do not skate, coast, toboggan, ski or slide on any city street.
- Never allow icicles, snow or ice to accumulate on roofs or eaves as they may become dangerous.
- Never push snow from your driveway or parking lot onto city streets.
You can also help by cooperating with snow clearing crews. They do not deliberately block private driveways, but they must clear city streets and sidewalks and may push or plow snow onto your property front.
Snow removal can be done more efficiently during low traffic periods, which usually means nighttime. Please be patient with our plowing and cleaning crews.
Safety Reminder
Vehicles parked in contravention of the municipal winter parking by-law will be ticketed and/or towed at the owners’ expense.
Motorists should reduce speed according to road conditions, and exercise caution and courtesy towards other motorists and pedestrians. Pay special attention near schools and crosswalks.
Pedestrians should be wary of traffic and road conditions, allowing motorists a safe stopping distance.
