Housing

The City of Moncton recognizes it has a role to play in addressing the city’s overall housing needs and affordability. Moncton’s Housing Needs Assessment provides a snapshot of the City’s current and projected housing supply and demand and highlights the gaps in the housing continuum. The report is updated every five years. The most recent update was in June 2023.

The Community Implementation Plan for Affordable Housing was released in April 2019. The plan was developed through extensive public and stakeholder engagement and is our community’s 10-year roadmap for addressing current and emerging housing gaps identified in the Housing Needs Assessment. The plan contains numerous action items, many of which are to be completed by the City.

The following programs have been implemented in response to the Community Implementation Plan for Affordable Housing. These programs aim to support and incentivize the development of new affordable housing in our community.

Available incentive programs

Description: To incentivize new non-profit, affordable housing developments through a per-door incentive grant ($20,000 per door, up to $200,000 per application)

Eligibility: 

  • Registered non-profit corporation
  • New developments
  • Building permit issued after Nov. 14, 2023

Duration: Temporary – program expires upon the disbursement of all budgeted Housing Accelerator Funds

Description: To assist with the development of new non-profit, affordable housing developments through a grant to help cover soft costs ($20,000 per non-profit corporation during the Housing Accelerator Fund funding period)

Eligibility: 

  • Registered non-profit corporation
  • Intent to develop additional housing

Duration: Permanent – dependent on ongoing funding sources

Full description and eligibility criteria

Description: To assist with the development of new affordable housing developments (market or non-profit affordable) through a grant to help cover development application fees. Scoring criteria is used to determine total grant reimbursement.

Eligibility: 

  • Owner must be registered as a corporation (e.g. market or non-profit developers)
  • New developments of two or more units for non-profits and four or more units for market developers
  • Application prior to any work or building permit application
  • Development fees must be paid in advance (e.g. building and development permits, subdivision approvals, Planning Advisory Committee applications)

Duration: Permanent

Description: To assist with the repair and renewal of existing affordable housing developments (e.g. market or non-profit developers) through a grant to help cover development application fees. Scoring criteria is used to determine total grant reimbursement.

Eligibility: 

  • Owner must be registered as a corporation (e.g. market or non-profit developers)
  • Existing developments of two or more units for non-profits and four or more units for market developers
  • Application prior to any work or building permit application
  • Development fees must be paid in advance (e.g. building and development permits, demolition permits, and variances)

Duration: Permanent

Description: To help expedite the approval process for affordable housing developments (e.g. market or non-profit projects) by prioritizing development applications.

Eligibility: 

  • Owner must be registered as a corporation (e.g. market or non-profit developers)
  • New developments of five or more units
  • Application for program must be filed before development applications are submitted

Duration: Permanent
