City of Moncton appoints new director of by-law enforcement and community safety

The City of Moncton has appointed Charles LeBlanc as the City’s first director of by-law enforcement and community safety. 

The new leadership role was created to prioritize public safety and meet the increasing need for coordinated community safety services. 

LeBlanc has worked at the City of Moncton since 2006, first serving as a firefighter and most recently as deputy chief of the Moncton Fire Department. He has a background both in law enforcement and firefighting, which makes him a unique fit for this role. 

LeBlanc had been serving in the new role in an acting capacity while balancing responsibilities within the Fire Prevention division. The appointment will allow him to focus solely on by-law and community safety. 

“Charles’ leadership, operational knowledge, and commitment to community service are exemplary,” says Jeff Preston, general manager of Protective Services. “His on‑the‑ground experience and ability to support staff through challenging situations will be invaluable as we continue strengthening our approach to community safety.”

The City’s community safety program has expanded significantly over the past several years and now includes 20 community safety officers and six by-law enforcement officers who patrol downtown Moncton 24 hours a day, seven days a week and respond to calls for service across the city. This growth reflects both the community’s evolving needs and Council’s commitment to invest in safety‑focused support for residents, businesses, and vulnerable populations.

The by‑law and community safety teams were previously managed by the Fire Prevention division, but the decision was made to split by-law and community safety into its own department due to increasing workloads and complexities within these areas.

“With the pace and intensity of calls related to social issues, encampments, public disorder, and general by‑law enforcement, it became clear that our teams require a full‑time, on‑site manager dedicated solely to these operations,” says Preston. “This new role will help us enhance our service standards and improve coordination with our community partners.”

The role will also focus on strengthening the frontline response to community safety concerns; enhancing support, training, and resource planning for the community safety and by‑law teams; and developing proactive strategies to manage the impacts of homelessness and other evolving social challenges.
