About the Community Grants 

The Community Grants Program provides support for not-for-profit organizations so they can deliver meaningful programs, services, and initiatives to residents within the City of Moncton in areas such as arts and culture, social inclusion, recreation and community wellness, economic development, immigration, and environment. 

About the Grant Evaluation Committee 

The Grant Evaluation Committee reviews Community Grant applications in an equitable and fair manner to ensure that each application meets the grant criteria as approved by Council. They will evaluate the applications using a scoring matrix and determine funding allocations, and then subsequently communicate to Council the amount of funding to be awarded to each organization. 

Membership

The committee is composed of: 

  • Two members of City Council, one of whom is a councillor-at-large
  • Four representatives from the public at large
  • Three representatives from City administration with knowledge of the various community groups
  • Other City administration who would be non-voting members

  • Two or more meetings with an estimated cumulative time of 15 hours will be held between October and November of each year, on weekdays between 9 a.m. and 4 p.m. 
  • In-person meetings will be held at Moncton City Hall (655 Main St.).
  • Additional meetings may be required depending on the number of applications received per grant year. These additional meetings will be scheduled with as much notice as possible. 
  • Committee members are expected to attend all meetings.
  • The four public at large members will have initial terms of two, three, three, and four years with subsequent terms being three years in total to allow overlapping terms for knowledge sharing and understanding of the community grant process. 
  • Important: Approximately 15-20 hours of independent work is required in advance of meetings to review grant applications, make comments, and do assessments for each application using the scoring matrix as the guide.

  • Become familiar with the Grant Policy and decision-making framework prior to reviewing grant applications. Ask questions as needed to ensure an understanding of the decision-making processes. 
  • Attend a training and information session annually, which will be provided by the City of Moncton prior to reviewing the grant applications received. This session would take two to four hours. 
  • Review approximately 20-30 grant applications in your own time to ensure they meet the grant criteria and evaluate and score the applications utilizing the scoring matrix.
  • Attend the in-person meetings at City Hall to review the grant applications with the other Committee members and make funding recommendations based on the Grant Policy criteria and scoring matrix.
  • Serve as an active Committee member by reviewing applications prior to meetings, attending scheduled meetings, positively contributing to discussions, providing balanced assessments in alignment with the grant criteria, and striving to reach consensus regarding which applications meet the criteria for funding and the amount of funding to be allocated. 
  • Participate in a debrief meeting and provide suggestions for process improvements to staff. 
  • Committee members are encouraged to attend the Council session where the funding allocations are communicated to City Council by the chair of the Grant Evaluation Committee. This will be scheduled with as much notice as possible.

  • Members of the Grant Evaluation Committee must be residents of Moncton over the age of 18.
  • Preference will be given to applicants with experience with grant processes. 
  • Experience (volunteer or paid) in one or more of the following areas is an asset: arts and culture, sports and recreation, economic development, immigration, social inclusion, and community support and development. 
  • Must have access to a computer and reliable internet connection to review grant applications. 
  • Ability to collaborate effectively on a committee, aiming to reach consensus on grant allocations. 
  • Available to attend meetings in person and make at least a two-year commitment to serving on the Committee. 
  • Strong analytical skills to assess applications in accordance with the grant criteria. 
  • Open to diverse perspectives and ideas. 
  • Willingness to learn. 
  • Fluency in one of the official languages is required. The ability to communicate in both official languages is an asset.

  • Help strengthen our community by determining funding allocations for applicants. 
  • Gain knowledge of the work of local not-for-profit organizations and feel inspired by the unique ideas proposed in their applications. 
  • Network with other passionate community volunteers and staff. 
  • Gain experience in grant review, consensus-building, municipal decision-making processes, and making funding recommendations within a limited budget. 
  • An honorarium of $1,000 per year will be offered to those selected to be Grant Evaluation Committee members.

  • Committee members may not apply for Major and Multiyear grant funding, nor be associated in any substantial way with any individual, group, or organization applying for funding. 
  • Any real or potential conflicts of interest must be declared in the application. For those selected to be on the Committee, they will be required to declare any new conflicts of interest prior to reviewing or evaluating the community organizations’ applications. Any member that declares a conflict will have to recuse themselves from evaluating the application of the organization they are in conflict with and must leave the room during the evaluation of that particular organization. 
  • Committee members will be required to sign a confidentiality agreement acknowledging they understand that all information must remain confidential and will only be used in the manner for which it was intended. Members will not discuss or disclose the funding recommendations made by the Committee or the information contained in the grant applications outside of this process. Members must not save, download, or take copies of any grant application submissions. 
  • As part of the application process, a resume must be attached to the application.
